Full Notice of Intent to Adopt and Repeal Administrative Rules

Take notice that the North Dakota Board of Nursing (NDBON) will hold a public hearing to address proposed addition of article 54-04.2 and the repeal of Chapter 54-02-11 and Article 54-04.1 of the North Dakota Administrative Code Title 54.

The hearing will be held January 23, 2025, at 1:00 PM CT at NDBON, 919 South Seventh Street, Suite 504 Bismarck, North Dakota. Virtual Zoom link https://us02web.zoom.us/j/89405066628 and Meeting ID: 894 0506 6628.

Title 54 Board of Nursing proposed amendments include:

  • Article 54-04.2 Nursing Education Scholarship Program: New article which aims to establish a Nursing Education Scholarship Program which aligns with revisions enacted with Senate Bill 2114 during the 68th Legislative Assembly. These revisions repealed the “loan” and provided a duty to the NDBON to conduct and support projects pertaining to funding assistance for nurse or student participation in nursing education.
  • Chapter 54-02-11 Short-Term Clinical Education: Repeal of a chapter as mandated in Senate Bill 2114 enacted during the 68th Legislative Assembly. Fiscal Impact: not anticipated to have a fiscal impact on regulatory community.
  • Article 54-04.1 Nursing Education Loan: Repeal of article. New article 54-04.2 Nursing Education Scholarship Program aims to replace the current Nursing Education Loan to align with revision enacted in Senate Bill 2114 during the 68th Legislative Session. Fiscal Impact: not anticipated to have a fiscal impact on regulatory community as the current loan funds will be utilized for 54-04.2.
